Resolution

Wait 30 minutes.

Neither Service Desk nor the Treasurer's Office has access to unlock the account. The account will automatically become unlocked after 30 minutes.

(Note:  If user is locked out of eBill account but can still access MyCharleston, try switching browsers.)
